Why was Grace Poe reading notes during the debate? Did she know the questions? Aren't notes prohibited? ~SHARE~

During the last debate in UP Cebu, VP Binay caused a delay in the debate because Mar Roxas objected to Binay's bringing his notes.  In the debate last April 24, 2016, Grace Poe was seen looking down to read something. Three questions arise, 1) Were notes allowed? 2) Why would she have ready notes to answer specific questions? 3) Did she know what the questions were?
